Oat Milk Lip Balm

Oat Milk Lip Balm

This is a near-identical structure to the Camel Milk Lip Balm (Section 1, Recipe 9), swapping camel milk powder for oat milk powder, the better choice for anyone whose lips are sensitive or reactive to the brightening actives in the camel milk version, since oat milk contributes calming beta-glucans instead.
